HERITAGE OAKS BANK, a multi-branch community bank located on the

Central Coast of California, is seeking a qualified PAYROLL

ADMINISTRATOR. The position is based at the Paso Robles, California

administrative offices, and is a full-time position with competitive

benefits and pay, DOE. Please see below for requirements, including

education/experience.

JOB SUMMARY:

Responsible for payroll administration for 300+ employee population,

including regular payroll processing, bonus processing, payroll

reporting, and system development and maintenance. Additional

duties include benefit reconciliation and administration, tax

research and reporting, assistance with leaves of absence tracking,

and HRIS projects.

KEY DUTIES:

• Process bi-monthly payroll, ensuring compliance with

policies and procedures and maintenance of accurate electronic

payroll records

• Update, issue and record adjustments to pay for corrections

or retroactive changes

• Process and issue employee paychecks and statements of

earnings and deductions

• Provide information to employees and managers regarding

payroll matters

• Develop and maintain electronic payroll system, including

enhancement and maintenance of information tables

• Manage quarter-end and year-end payroll process

• Verify accuracy of on-line annual W-2 reports; distribute

retirement statements

• Process Time and Attendance system adjustments, troubleshoot

user questions and issues; serve as system expert and provide

related training for managers and other employees, as needed

• Provide support to HRIS maintenance and project

• Develop, compile and compute data for regular and special

financial reports, including the use of specialized reports, using

query and SQL syntax

• Provide required reports to respond to routine periodic

audits

• Reconcile benefit invoices against collected premiums;

process for payment; track pending premium collections and

adjustments in future months

• Work with payroll vendor to manage system updates, resolve

problems, and influence upgrades to address user needs

• Provide excellent customer service by handling service calls

and e-mail inquiries professionally, informatively, and within

service level timelines

ABILITIES/SKILLS/KNOWLEDGE:

• Maintain ongoing current knowledge of payroll and tax

regulations and understand how they impact the Bank’s payroll

processes

• Strong critical thinking and mathematical reasoning

• Knowledge of accounting principles

• Knowledge of financial data analysis and reporting

• Strong level of experience with computer systems and

applications, including MS Word, Outlook, Excel and HR software

programs

• High level of attention to detail and accuracy

• Communicate information in a clear and concise manner

• Listen and understand information presented through spoken

and written word

• Relate to staff and the public in a positive, effective

manner

• Excellent communication and interpersonal skills

• Maintain confidentiality

EDUCATION/EXPERIENCE:

• 2 or more years of college related course work

• 5 years of payroll work experience that demonstrates

progressive and expanded roles, experience processing payroll for

300+ employees through the use of automated systems and

timekeeping systems, as well as knowledge of wage and hour labor

laws and other payroll-related regulations.

• Ceridian system experience and American Payroll Association

(APA) certification are a plus

• Experience with using SQL syntax and commands also a plus
