Title: Human Resources Associate II
Location: Santa Barbara
Salary Range: DOE

Description & Qualifications

Tri-Counties Regional Center is seeking an individual to perform investigative, analytical, and administrative duties by applying advanced Human Resources principles and concepts in a variety of functions that provide person-centered service to all employees of the organization. The position will be a vital part of the HR Department, closely supporting the HR Director and other HR employees. The position may take on the responsibility of a variety of high level tasks which may include the following: performance development, employee training, policy and procedure creation, employment and various employee/labor relations duties.

Job Duties

The following responsibilities may be performed and other duties may be assigned as necessary:

Office Administration

•Help maintain HR information system and run special reports as needed

•Become thoroughly knowledgeable with the Union Contract and all personnel policies in order to assist employees with answers to their questions

•Become involved in the development and implementation of compensation and benefits programs

•Provide training as necessary on a variety of topics.

Employment

•Oversee and coordinate hiring of all open positions including temporary personnel; placement agency relations; maintaining hiring logs; updating management on employment status.

Employee Relations

•Resolve contractual and employee relations issues to avoid union grievances.

•Facilitate the creation of an employee handbook.

•Conduct new hire orientation- maintaining a legally compliant and interactive/ interesting materials and presentations. Process and distribute new hire paperwork.

•May visit branch offices on a regular basis to hear employee suggestions/concerns.

•May conduct investigations and work to resolve employee

relations issues with the input from the Director of HR.

Performance Development Program

•Develop effective communications, trainings and documents for the Performance Development Program.

•Support the ongoing maintenance and success of all components of the Performance Development program.

Job Requirements

1.Able to prioritize work and meet deadlines.

2.Strong planning, organization, and coordinating skills.

3.Understands a person-centered approach to business operations. Outgoing, friendly, service oriented, and strong team player.

4.Excellent verbal and written communication skills.

5.Self starter, good work ethic, highly motivated.

6.Ability to maintain utmost confidentiality.

7.Demonstrated analytical skills.

8.Able to work with minimum supervision, open to feedback and eager to take on responsibility. Possess a high level of emotional intelligence.

9.Attention to detail, tact, discretion, and good judgment.

10.Highly reliable- excellent attendance and punctuality record.

Minimum Qualifications

1.Bachelor’s Degree in Business Administration or related human services field required. Advanced degree preferred. PHR/SPHR certification preferred.

2.3-5 years progressive Human Resources experience required or an equivalent combination of education and experience.

3.Strong proficiency in Word, Excel, HRIS data base system required.

4. Thorough knowledge of office procedures and equipment

5.Demonstrated labor law knowledge and excellent writing skills

6.Experience with conducting group orientations and training sessions

7.Prior labor/employee relations experience strongly preferred.

8.Travel to other county offices may be frequent, requiring reliable transportation.
